Harrassing Landlord

My husband and I are Renting to Own a Doublewide from his Aunt.  The Doublewide is in a trailer park.  The Trailer is still in her name, but we pay the lot rent because the landlord required us to sign a new lease agreement and put another deposit on the lot.  However, he still has the deposit from his aunt. 

The Landlord issued a violation for the grass being to long in June, we moved to the trailer in May.  Since this notice, the notes on our door have not stopped.  This past week, we received a note on our door regarding the pine needles and leaves on our lot.  He stated that we must rake them up.  Also on the back of the note, was a hand written note, stating to ADD:  100.00 for washing trailer and 50 dollars for trash pickup.    We were out of town since Sat and returned on Tuesday to find this note and our trash can in a different spot in which we left it, our lawn mower in the middle of the yard (in plain site to be stolen) and the trailer was washed.   

He does not own the trash can, mower or trailer.  Is he allowed to charge for this or even touch our belongings.  We were not home during this time.  The trash picks up on Mondays, but we were not home to put it out (there was only 1 bag of trash in the can), we did not feel it was enough to put to the road and would not have been able to even put it there if we had more trash.  (it can’t be put at the road until after 8pm on Sunday night and has to be pulled back from road by 5pm on Monday evening).

What are my rights as a lot renter??
