gov housing and bed bugs what is there responsobility

My daughter lives in government housing w/ her 1 1/2 yr old she started getting bites  and discovered she had bed bugs. The apartment complex did send a pest control person out and they sprayed and she washed everything, they took the mattress and box spring out also the babies bed out and she had to purchase another an expensie she could not afford.  Well the bugs are still there now she is out money and her apartment cause she and the baby  cant stay there and get repeatedly bite so they r staying w/ me and here there anywhere and still no closer to getting the problem solved even after repeatedly calling the apt manager with no repsonse or even a call back what is she supposed to do.
