Flooded basement, no landlord help

Last week my basement flooded because of drainage pipe or something being blocked. At first we weren’t sure why our basement was flooding. We notified the owener of the house right away. (Even though we have a property manager- she tells us to tell the owner of the house anyways). The owner of the house emailed me back and forth several times and then just stopped responding. Nothing was done to fix the problem last week. Again this week our basement flooded yet again. So we yet again emailed the owner of the house. No response. So being fed up with the owner of the house I emailed the property manager. She was no help either. She said that I could ask the plumber since he would be there to fix a problem with the upstairs neighbors apartment. So I did. He figured out the problem, but couldn’t fix it because he didnt have the tool. But he did however call the property manager to let her know what the problem was. We didn’t hear anything at all. So the next day we emailed the property manager and asked her when it was going to be fixed. She just asked if we contacted the owner of the house. We did not because he said he called and talked with the property managers office. She said that she would email the owner. Haven’t heard anything from either one of them, and I can already tell that my basement is going to flood again soon as there is water starting to come out of the drainage pipe or whatever its called.
My question is, should I report them since they haven’t done anything what so ever to fix it?
We have had nothing but problems with both the property manager and the owner of the house since we moved it.
Can they harass us if we do report them?
