Downstairs tenants domestics, felonies, police calls

I am renting an apartment in a duplex and have done so with the same landlords for 15 years. In november of 2011 the downstairs was rented to a person with a "checkered past". We only found out after neighbors who successfully rallied to get this person out of the neighborhood years ago told us about their suspicious activities. Back then it was fighting, come and go visitors at all hours, drug use in plain site in front of her property and threatening behavior. Well, it’s happening again. The domestics, yelling and screaming at all hours, trying to steal our cable and then threatening me with bodily harm when I caught them doing it. I’m no wimp but I did call the police they came out and filed a report. Since they moved in the police have been called to this address 10 times since November 2011. Those were just the ones I witnessed. We went to our landlord who said he did a background check. He Lied. We did our own and easily found felonies and grosses as recently as last August. The landlord will do nothing about this. Anyone have any advise? We do want to stay here and feel we’ve been labled as "overreacting". Live here for one week and you’ll feel the same.
