damages due to water heater breaking

My son rents an apartment in which the water heater broke and flooded his apartment (along with 5 others). He was not home at the time and the flood in his apartment casued quite a bit of damage to his property. Does he have any recourse to get help with the damages caused by the water heater breaking? He doers not have renter’s insurance.
