Cold showers in the morning!

For the last few months, once the weather got colder here in Maryland, I’ve had problems with having hot water in the mornings for my shower. I live in a one bedroom, one bath garden apartment. I’ve had maintenance here twice looking at the hot water heater and they keep telling me its fine but I’m still taking cold showers more than half the time. For some reason this mainly occurs in the morning only. My last conversation with management basically told me to take showers at night and told me that no one else in my building was complaining, making me feel like I was somehow delusional. What options, if any, do I really have? Am I being silly for having an expectation of showering whenever I want/need/feel like in an apartment I’m paying an exorbitant amount of rent for?!
