Can a new owner come in and make changes to an already exisiting lease like start charging for water mid term

My house was broken into in Sept 2010 I had already signed a lease renewal aggrement in March for 2 years. I asked for them to let me our of the lease stating safety concerns and was advised that in North Carolina they donot have to let you out of the lease. 2 weeks later the property was sold to new owners and since there arrival they have been making many changes such as installing water meters so that they can begin charging for the water which was not wriiten in the lease agreement which was signed. Then we received a notice that we could no longer use any outdoor grilling devices of any kind even though my lease says no grills permitted on 2nd floor balconies and that gass grill are prohibited and charcoal grills must be used 10 feet away from the building. Can they make all these changes without giving me any options. I could see changes being applied to new tenants as they sign new leases but already esisting clients can they really do whatever they want and in the meantime I the tenant donot get any choices even though I have an existing lease which does not expire to March 2012 living in hell with no way out
