a bedbug infestation in Jan 2010

We moved in an apartment in Sterling, VA, ~9 mo ago. We reported a bedbug infestation in Jan 2010, even though we had bites since we first moved in Oct/09, but we had no idea about bedbugs, hence long time until we figured out and reported. We paid for the treatment, even though one of the managers form the office said it will be covered by them, but the second manager disagreed. NOW, after 3 months, we have bedbugs again. What can we do? Is the landlord forced by VA law to pay for treatments or not? How can we find out is not coming from other neighboring apartments? The landlord seems to always blame us, even though we did not travel, and since last inspection after treatment we did not have anybody visiting us. At the last inspection (when we were told the treatment was a success), we were also told that bedbugs could have come from neighboring apartments. Please let me know if there is a law in VA that forces the landlord to pay for the treatment. THANK YOU!
