bed bugs want reimb for furniture

I have been renting for 5 months now, I am going to break my lease because of bed bugs, I have asked them to take care of this problem and they sprayed once but this did not take care of the problem. They were supose to come back an additional two times to follow up. The management wants to charge 500 for breaking the lease and another 500 for the fact they will have to find new tenants. In addition to this I will need new furniture, couch, and bed because I do not wish to take these criters with me. Who do I go to to file a complaint to try to get reimbursed for this?
