Bed bug issue at apartment complex

I am looking for any help/knowledge on my situation I am dealing with at my apartment complex. 8 months ago I got a call from my property manager saying they needed to inspect my unit because a tennant in my building had bed bugs. They did an inspection and found nothing. For some reason the other 3 units in my building were heat treated within a few days even though I was told that only the one unit had them. I forgot about it until 3 weeks ago when I found one running around on my couch. I captured it and brought it to the office., They immediately had someone from Orkin come out to inspect. Sure enough they found live ones, eggs and nests in my bed and couches. The stages of life were that they have been with me about 3 months. During the inspection I learned that the tennant below me STILL has them, as the complex was aware of it and were trying to figure out a "soultion" before it spread. For 3 weeks my life has been hell. I have had to pack my house for treatment, throw items away, but new items and deal with 2 freeze treatments and I am still seeing them. The complex is dealing with the costs of the treatments but told me that everything else is on me. Does anyone have any help for me as for further action? I believe, what research I have done, is that the complex is in the wrong for letting the tennant below stay without letting me know that they were infested. I am currently asking for my rent back the past 8 months as well as every other penny lost/spent on this. It is a complete nightmare and I think they have broken the law. Any help on this one?
