submetered tenant in mobile home park over charged

I own a mobile home in a park in California. I am a submetered tenant. The landlord who was fired but never prosecuted was stealing rent and utilities by charging cash to several tenants, and also stole every tenant’s hard copy record with all personal information from current and past renters for the last decade. During her employment she falsified meter readings because she was too lazy to go out and actually read our meters which resulted in inaccurate billing for six months. I did not find out about this until she was fired and the meters were read, and I was given a huge electric bill. I have paid every rent and utility invoice for four years in full with a zero balance stated on my bill every month. Now I am being told I should have been charged more and they are threatening to sue me and evict me for these charges. When I told the coporate owners of the park I was entitled to the accurate readings they made up six months worth of beginning and ending numbers and added them into my rental history. I also have a copy of three different utility bills on the same day. I am disputing these charges but nobody is working with me and I can’t find any exact laws. I would like to know if this company can backdate utility charges and charge me when the former landlord falsified readings?
