Paying neighbors utilities

We signed our lease March 14 2012. After living here for a month, we received our first utility bill which was over $400.00. I contacted the power company. The house has a basement apartment which is the same size as the house we are renting. The landlords did not disclose to us in the lease or in person that we would be paying the utilities for their tenants. Gas, Electric and they are stealing our cable.
We are furious. I want their portion of the utilities and my deposit back so we can move. I have sent a letter to them today. What else should we do?
