Parking issue

Hello,
I moved into an apartment on Dec. 10th of this year. I noticed that someone was parked in one of the two parking spots assigned to my unit. I let the property manager know that day and have sent a few emails to them since. The property managers say that they are still waiting to hear back from the owner to resolve this. It has been 17 days and the car has been parked in the spot every day. What are my options or are there any local tenant rights groups I can talk to to file a complaint or lean on the property manager and owner more?
