heater problem

We moved to new apartment recently. We just noticed that heater in this apartment doesnt work properly. Even after setting temp to 90 it never cross 70. We complained to leasing office. Their technician came and he says everything is perfect. There is no issue at all. At night temp goes below 70. Its difficult to sleep with such low temp. We complained again and leasing office doesnt accept there is any issue with heater. What can we do in this situation? Do we have any legal option available?
