Landlord Obligations

In the state of Utah, are landlords required to paint rented premises between occupancies? I rent a bedroom in the upper floor of a home that the landlord owns. The other bedroom in the upper floor is rented by another tenant, and we share the bathroom, kitchen, living room, and utility room. The landlord lives in the lower floor. The landlord assured me verbally that the upper floor rooms would be painted and the carpet replaced before I moved in. None of this hasn’t been done yet and I have occupied the upper floor for 45 days.
