Problems with neighbors in a shared common area apartment with different apt. owners

My wife and I live in a tripex with a shared driveway and common area with another triplex accross from us. The owner of our units is different than the owner of the units accross the driveway from us.  The problems are that the owner of the other property does not set any rules for their tenants.  Their is no noice ordinance (other than the City imposed one), no rules as to how may people may stay in each unit (3-7 in a one bedroom apartment), no rules as to how may vehicles can occupy a certain amount of space (6-10 cars at a time).

We have complained to the City Code Enforcement Unit, the owner of this property and the police department on numerous occasions.  On today’s date, there were new tenants moving into one of the vacant units at 12:45 am! I called the police and the owner of the units to complain about the noise. The owner said, "oh well, call the cops". The police came and made everyone leave the premises.  The people at the two problem units are all related and the owner never responds to complaints, never shows up at the premises and apparantly is not concerned about anything else as long as his tenants pay him the rent.

Any help provided would be appreciated. I want to see if I have a civil case againts this property owner for wanton disregard of quiet enjoyment of our units.  We have also spoken to our landlord who has spoken to this man but there is no getting through to him.
