if my landlord refuse fix thing can i refuse to pay if its a health hazard

my landlord refused to fix thing in our trailer we have big holes n our floors where u see the ground outside  floors rotted out from all the water leaks our wall is boldging out from where there a leak ,,, we have two room that only have powers we have to run drop cords just so one room can have a air conditoner goings … under our kitchen sink rotted out from the leaks ,,,, its very health n safty hazards for our son ,,, we have refused to pay him fro 3month now and he still refused to fix anything the trailer  is n poor condtion we are wanting to know what we can do .. it is our right to refused to pay
