renter with dog

Recently moved into a "seniors only" complex with my dog [a mutt]. I visited this complex several times & repeatedly told the asst manager I had a dog, a mutt & he weighed 35 lbs. I was told that was ok [weight limit is 25 lbs]. On the day of the move, while the movers waited, the asst manager saw my dog & freaked out, said he was too big, questioned his breed, took pictures for the manager to ok. Approximately 45 mins later, the manager ok’d my dog. I was told to keep him on lease & not let him jump on the other dogs. Ok, not a problem. My dog is afraid of most people & will run from them but he loves other dogs. I was told the dog could go to the bathroom on the grounds as long as I picked up after him. ok, not a problem.
Yesterday I received a notice advising of pet restrictions. I called the office & asked if there had been complaints about my dog. I was told no, the manager sent the notice to all tenants with dogs. I was further advised that dogs should be taken outside the complex for bathroom. I reminded the asst manager that he had said it was ok for the dogs to go to the bathroom as long as the poop was picked up. Told him my dog "tinkles" in the dirt in an area that has trees & that there were water sprinklers in the area. He said take the dog outside the complex. The area is noisy [trucks, people] & it scares my dog. Last week a sign went up stating no dogs in the office.
My dog is a "cute foo-foo" dog but he was cleared by the manager. He is a mutt from the pound who is very shy & sweet but not a "cute" little dog. Seems they are changing the rules in the middle of the game. Their advertisement "welcomes your furry friends". I’m very concerned – any doggie rights??????????????
