Bed Bug Payment is it the landlord or us who has to pay

I have been living in my apt for about a year now and just recently found out i have a bed bug problem although mild the landlord has stated that i have to pay for it. upon movng in i never had the carpet changed it was old carpet when i got here along with having maintence come in and do standard repairs. Can the landlord under mi law actually charge me for the extermination or are they responsible
