Bed Bugs! Not sure what to do.

Me and my husband moved into our apartment the beginning of December. We were newly weds who just graduated college and owned no furnture. We fit everything we owned in the our cars and bought everything NEW after we moved in to our apartment. To my knowledge we were bed bug free until the beginning of February. I figured if they were in the apartment before we arrived I would have gotten bitten before then. The beginning of February I started waking up with bites on my arms, legs, and back. Having sensitive skin I thought maybe it was dust mites until they started getting worse. I called an exterminator and he came and inspected our apartment. He did not find an actual bed bug but he did find there feces and said that they were probably in the mattress and in our baseboard heaters. I called my landlords office only to talk to a rude employee who did not understand me and hung up on me in anger. I went by the office later that day and she was not there. Every day after that I went down to the office and again no one was there. I finally found out that the Landlord was out of town and no one knows exactly when he will be back. I called the rude employee again and she told me I had to wait until the landlord returned to have any treatment done. I called the exterminater our apartment complex uses and he willingly told me that at the beginning of February they treated someone in my apartment complex. Was the landlord supposed to notify others of this and/or have everyones apartment checked? after finding this out I am sure that they came from that apartment into ours and probably other peoples as well. Should I file a complaint with RPA? And is my landlord responsible to pay for the treatment? If our apartment complex is infested we are going to try to move. There is no way to know if they will come back or not. please help! I do not know what to do, have not slept in days, and am living out of trash bags that are in my car that I have washed and dried hoping to get rid of the bugs.
