Can my landlord legally charge me?

I recently moved out of my previous appartment on december 31st and my landlord sent me a notice of everything taken out of my security deposit and the charges made on Febuary 1st. I cleaned the kitchen and the bathroom to the best of my abilities. Since there was a hole in the ceiling (that i asked to get fixed multiple times in the last five months of living there due to a leaking toliet water line from another tenant) i could not fully clean the kitchen from the dirt and debris of the collapse.

The landlord is charging me 

labor for vacuuming- $80,

labor for carpet shampooing- $110,

shampoo & stain remover- $30,

Labor for cleaning the kitchen- $60,

 stove burner trays- $40,

 Labor for cleaning the bathroom- $50,

 Cleaning materials- $30,

 Labor for painting- $240,

 Paint and brushes, spackle- $231.73. 

I want to know what my rights are in the state of PA and what all i am obligated to pay because it doesnt say anything about paint in the lease or labor for everything else. I also want to know if i refuse to pay it what can they legally do to me? My landlord is a judge and i want to know if he can legally get away with this. Please answer ASAP. Thank you.
